Information for Contractors and Consultants
THE CONSULTANT PREQUALIFICATION PROCESS IS CURRENTLY CLOSED UNTIL NOVEMBER 2011
To all consultants who wish to be considered for prequalification with the City of Sandy Springs, the City has established qualification guidelines for Consultants that must be initially met before the Consultant is considered qualified to provide select services in any area class. All interested applicants should complete the prequalification application in order to become approved as a qualified Consultant. The City will accept and review applications annually during the fall of each year. Applicants can apply via the website and the results are published on the webpage at the beginning of each calendar year. The consultant is also required to provide a copy of the GDOT prequalification form for all appropriate area classes.
Consultant Selection:
The Brooks Act (Public Law 92-582), also known as Qualifications Based Selection (QBS), which was enacted on October 18, 1972, establishes the procurement process by which architects and engineers (A/Es) are selected for design contracts with federal design and construction agencies. The Brooks Act establishes a qualifications-based selection process, in which contracts for A/Es are negotiated on the basis of demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. Under QBS procurement procedures, price quotations are not a consideration in the selection process. This QBS process, as established by the Brooks Act, has long been enthusiastically supported by every professional A/E society.
There are seven basic steps involved in pursuing federal design work under QBS:

Public solicitation for architectural and engineering services

Submission of an annual statement of qualifications and supplemental statements of ability to design specific projects for which public announcements were made

Evaluation of both the annual and project-specific statements

Development of a short-list of at least three submitting firms in order to conduct interview with them

Interviews with the firms

Ranking of at least three of the most qualified firms

Negotiation with the top ranked firm.
Renewal Applicants:
The City of Sandy Springs is now performing its annual update to the prequalification process. Please forward any information that is no longer valid under your current Statement of Qualifications (SOQ) on file with the City to the email address provided below. Please keep in mind that the City does not require a full application submittal but only submission of those parts of the SOQ package that require updating out-of-date information such as:
- Personnel changes
- Resubmit for area classes previously not approved by City
- Update firm information including any expired GDOT prequalification forms
Any firm that is already prequalified and submits a full package will be considered as non-responsive and removed from the prequalified list.
